Remarks by the delegation of Ukraine at the Special ECOSOC meeting on Forced displacement and refugee protection

President, distinguished panelists,
Let me begin by thanking you for convening this timely and profoundly important discussion on forced displacement and refugee protection for my country, Ukraine.
Russia’s brutal and unjust aggression against Ukraine has triggered the largest human displacement crisis in Europe since WW2. In 2022, nearly 14 million Ukrainians—one-third of our population, mostly women and children, have been uprooted from their homes, both within Ukraine and across borders. Today, over 10 million people remain abroad. Another 5 million are displaced inside Ukraine.
We are deeply grateful to High Commissioner Filippo Grandi for his steadfast attention to Ukraine’s humanitarian needs. We urge all partners to continue their vital support for UNHCR’s life-saving protection and assistance—both within Ukraine and in the countries hosting our people.
We commend the European Union’s decision to extend temporary protection for over 4 million displaced Ukrainians until March 2026—ensuring continued access to social services, healthcare, and education.
The enduring hospitality and solidarity shown by every country that has opened its doors and hearts to Ukrainians fleeing the horrors of Russia’s war remain powerful expressions of our shared humanity and unity in the face of unprovoked aggression.
Ukraine, for its part, remains committed to ensuring the conditions for the safe, voluntary, and dignified return of all Ukrainians forced to flee. We value our close partnership with UNHCR in this regard, especially through the launch of the Ukraine is Home platform and look forward to expanding this critical collaboration.
However, we must be clear: the strongest motivation for Ukrainians to return home is a peace. A just and lasting peace—rooted in the principles of the UN Charter and full respect for Ukraine’s sovereignty and territorial integrity.
We therefore call on the international community to redouble its efforts to help make this peace a reality.
