Mr. Chairman,
Ukraine recognizes the transformative power of information and communication technologies in driving sustainable development. ICT is essential for achieving the SDGs, enabling progress in education, healthcare, and economic growth. Ukraine is committed to harnessing the potential of ICT to shape a sustainable and inclusive future.
Ukraine firmly supports the adoption of the Global Digital Compact during the Summit of the Future. We believe that multilateral actions are necessary to ensure the meaningful and equitable usage of ICT, and we stand ready to contribute to this process. This compact will lay the foundation for global cooperation in making the benefits of digital technologies accessible to all.
For Ukraine, the development of ICT, including artificial intelligence, is a top priority. We are committed to training specialists to meet the demands of the growing digital economy. AI, in particular, holds enormous potential to enhance efficiency, solve complex problems, and drive innovation across sectors.
However, we must address the challenge of unequal ICT development, which leads to a profound digital divide. This divide not only limits access to vital information but also prevents equitable participation in the digital economy. It reinforces existing inequalities in education, employment, and access to critical services Bridging this divide is critical for achieving the SDGs.
The Russian war of aggression has been a significant obstacle to ICT development in Ukraine. Russian missile and drone attacks have destroyed ICT infrastructure and caused constant power outages, disrupting the digital landscape. Despite this, Ukraine has continued to innovate. The Diia app provides millions of displaced citizens access to digital documents and essential services. The Mriya app ensures children can continue their education remotely, even while schools are being targeted by Russian attacks.
Digital threats, including cyberattacks, data breaches, and the unethical use of AI, further complicate the landscape. These risks are exacerbated during wartime when critical infrastructure is more vulnerable. Ukraine stresses the importance of robust frameworks to safeguard the ethical development and use of technology.
Technologies hold the key to achieving the SDGs and can significantly accelerate progress. However, this can only be realized if we adopt a multilateral approach to digital development, work together to combat digital threats, and ensure effective developmental financing. Ukraine is fully committed to sharing its experiences and engaging in a global dialogue to advance the responsible and inclusive development of ICT.
