Statement by the Delegation of Ukraine
at the Informal Meeting of the General Assembly on the Secretary-General’s Report
“Shifting Paradigms: United to Deliver” (Workstream 3: Changing Structures and Realigning Programmes, UN80 Initiative)

Madam President, Mr. Secretary-General, distinguished colleagues,
Ukraine aligns itself with the statement delivered by the European Union and wishes to make the following remarks in its national capacity.
We are closely following discussions on the implementation of the UN80 Initiative. The proposed restructuring and realignment must not lead to a decrease in the overall efficiency of the United Nations or its ability to respond swiftly and effectively to the needs of Member States.
We would appreciate further clarification regarding the proposed merger of UNFPA and UN Women, in particular concerning the potential impact of this decision on the operational activities of both entities and the continuity of their work.
Ukraine welcomes the initiative of Germany to support the strengthening of the institutional capacities of the UN development system. We view this format as a useful and instrumental platform for developing a common understanding on related issues and we stand ready to participate and contribute actively to this work, including towards its further institutionalization.
We also welcome the global approach towards strengthening the United Nations Office at Nairobi. At the same time, we would appreciate additional information on the envisaged scale of relocation of secretariat structures, including senior leadership, as well as on the budgetary implications and the rationale for such a decision.

Ukraine supports constructive dialogue and collective engagement to ensure that the UN80 Initiative results in a more coherent, accountable and responsive United Nations system that delivers for all.
