Statement

by the Delegation of Ukraine at the High-Level Meeting 

of the General Assembly on Improving Global Road Safety 

(20-21 July 2026)

Madam President,

We thank the President of the General Assembly for convening this timely High-Level Meeting. Ukraine aligns itself with the common commitment to accelerate action towards halving road traffic deaths and injuries by 2030.

Road safety is not only a transport issue, but also a public health priority, a development objective and, above all, a matter of protecting human life.

Ukraine remains firmly committed to implementing the objectives of the Second Decade of Action for Road Safety and the commitments contained in the 2022 Political Declaration.

Despite the unprecedented challenges caused by Russia's ongoing war of aggression, Ukraine continues to strengthen its national road safety policy. We are improving legislation and enforcement, promoting safer driving practices, strengthening institutional coordination and enhancing preventive measures aimed at reducing road traffic accidents.

Our National Police regularly conducts nationwide awareness and enforcement campaigns targeting the main risk factors, including speeding, impaired driving, seat belt use and the safety of vulnerable road users. Ukraine also actively cooperates with its European partners, including through the ROADPOL network, to exchange best practices and strengthen road safety standards.

Today, however, it is impossible to ignore the devastating impact of Russia's aggression on road safety in Ukraine.

Thousands of kilometers of roads have been damaged or destroyed. Bridges, transport infrastructure, fuel stations and traffic management systems have been deliberately targeted.

In many regions, road maintenance has become extremely difficult due to ongoing hostilities and security risks.

Moreover, in recent months Ukraine has witnessed a significant increase in Russian drone attacks against civilian road infrastructure, particularly in frontline regions.

Fuel stations and public roads are increasingly being targeted, creating hazardous driving conditions, disrupting civilian mobility and emergency response, and further undermining overall road safety.

For instance, the authorities of Zaporizhzhia, one of Ukraine's largest cities, have been compelled to install anti-drone nets at terminal public transport stops. The city with the population of 700 000 citizens continue to live under such threat.

These circumstances continue to increase risks for all road users and place additional pressure on emergency and rescue services.

Nevertheless, Ukraine remains determined not only to restore what has been damaged, but to rebuild safer, more resilient and more sustainable transport infrastructure, in line with international standards and our broader recovery efforts.

Madam President,

Achieving the global road safety targets requires sustained political commitment, adequate financing, effective international cooperation and the exchange of best practices. Ukraine stands ready to continue contributing to these collective efforts.
