Statement 

by the Delegation of Ukraine 

Executive Board of UN Women 

Second Regular Session 2026


Mr. President,

Madam Executive Director,

Ukraine supports the Secretary-General’s reform agenda and the objectives of the UN80 Initiative. I am grateful for a detailed briefing by the Executive Director.

We agree that the United Nations must continue looking for ways to work better, avoid unnecessary duplication and use its resources more effectively.

At the same time, any reform should be approached carefully. Changes in structures or working methods should not affect the ability of UN entities to carry out the tasks entrusted to them by Member States.

This is particularly important when we speak about UN-Women.

Today, women and girls continue to be disproportionately affected by conflicts, displacement and humanitarian crises. At the same time, in many countries they are also taking on greater responsibility in their communities, economies and public institutions.

Ukraine sees this every day.

Russia’s continuing war of aggression has had a severe impact on Ukrainian women and girls. Millions have been displaced. Thousands of Ukrainian women and girls were killed in barbaric missiles and drones attacks against civilian population, which was verified by the UN. Too many have suffered conflict-related sexual violence and other grave violations, committed by Russia. What a shame! What a disgrace!

At the same time, women are serving in the Armed Forces, working in public institutions, supporting local communities, running businesses and taking part in Ukraine’s recovery.

This year, Ukraine adopted its third National Action Plan on Women, Peace and Security through 2030.

We are also working to make sure that gender equality is taken into account in recovery and reconstruction, and that survivors of conflict-related sexual violence have access to support, justice and reparations.

This is also why the UN80 discussion matters to us.

Any structural changes should not negatively affect the effectiveness of addressing the challenges arising from Russia’s aggression against Ukraine, including the protection and empowerment of women and girls.

Mr. President,

Ukraine supports further discussion of practical measures that can improve the work of the UN system while preserving its ability to deliver on existing mandates.

Ukraine remains ready to engage constructively in this process.
