Statement by the delegation of Ukraine during 80th UNGA Second Committee meeting under agenda item 15 ("Information and Communications Technologies for Sustainable Development")

Mr. Chairman,

Ukraine welcomes the Committee’s attention to information and communications technologies as a crucial element of sustainable development. The 2030 Agenda recognizes that digital transformation is essential for strong institutions, innovation, and equal access to services.

Even under full-scale war of aggression, Ukraine continues to advance its digital transformation, having moved from 102nd to 5th place in the Online Service Index of the UN E-Government Development Index. Our national platform Diia now offers over 130+ public services to more than 22 million users, allowing citizens to access documents, social support, and business registration entirely online. We are actively sharing this experience with other countries pursuing digital reforms.

To ensure uninterrupted education during wartime, Ukraine created Mriya, an online learning platform that allows children to study remotely despite Russia’s deliberate attacks on schools and energy grid. Another important initiative, Strichka, connects Ukrainians abroad, enabling them to volunteer, collaborate, and participate in meaningful activities that support their homeland.

Ukraine’s Diia.Engine serves as the core of our e-governance system. This open-source platform allows ministries to develop digital services quickly and independently, reducing development time by up to 70 percent and expanding citizen access nationwide.

As is widely known, the aggression against Ukraine continues to inflict severe damage on its critical civilian infrastructure and digital networks. Targeted strikes on communication towers, data centers, and energy facilities aim to disrupt public services and isolate communities. Russia also conducts large-scale cyber operations that undermine international information security and the achievement of the Sustainable Development Goals.

Cybersecurity remains central to our digital resilience and, despite the mentioned challenges, Ukraine is moving towards achieving the objectives set by the National Cybersecurity Strategy for 2021–2025, including leveraging advanced analytics to detect and respond to threats in real time, as well as training experts in cyber security.

Despite these challenges, Ukraine remains determined to use digital technologies for resilience, recovery, and sustainable growth.
