Distinguished Chair,

Ukraine expresses its gratitude to the Special Rapporteur for his briefing and presented report.

Russia’s unprovoked war of aggression against Ukraine has brought unimaginable devastation. Countless towns and villages lie in ruins, our people endure immeasurable suffering, and the wounds left by this tragedy will take generations to heal.

In this regard, we are grateful to the Special Rapporteur for raising the issue of Russia’s deliberate attacks on critical civilian infrastructure, which directly affects not only hundreds of thousands of Ukrainian citizens, but also our trade and economic relations with other states. The report also outlines that the occupying authorities of the Russian Federation are engaged in a campaign of memorialization to legitimize their military presence in the temporarily occupied territories of Ukraine and commit blatant violations of international law and human rights.

As Russia’s war against Ukraine, continues, victims and survivors of conflict-related sexual violence, enforced disappearance, torture, and other grave violations are waiting for justice. Reparations are their right under international law, and a lifeline to rebuild stability, hope and restore dignity.

In the face of Russia’s devastating actions, Ukraine remains steadfast in building a comprehensive system of accountability. We are actively working to establish a special compensation mechanism, with the Register of Damage already in force as its first step. This initiative seeks to guarantee reparations for the atrocities and breaches of international law committed by Russia. The aggressor must answer for the harm and suffering inflicted upon Ukraine and its people.

We urge the international community to stand with Ukraine in its pursuit of justice and accountability, so that a just and lasting peace, grounded in the rules-based international order, can prevail.
