Explanation of vote by the delegation of Ukraine on draft amendment A/C.5/79/L.7 proposed by the Russian Federation to draft resolution A/C.5/79/L.5 “Scale of assessments for the apportionment of the expenses of the United Nations” (24 December 2024)
Madam Chair,
The amendment proposed by the Russian Federation does not seek to enhance the UN Secretariat’s compliance with resolutions and decisions of the General Assembly and Security Council.
Instead, its true aim is to unjustly accuse the UN Secretariat of allegedly violating resolutions and decisions, particularly in relation to the collection, procession, storage and presentation of statistics and population, as well as the calculation of the scale of assessments for the contributions of Member States.
We categorically reject these baseless accusations against the UN Secretariat.
Furthermore, we wish to express our full support to the UN Secretariat, its Statistics Division, for complying with the resolutions and decisions of UN bodies, including the UN General Assembly resolution 68/262 of 27 March 2014, entitled "Territorial Integrity of Ukraine," despite undue pressure and aggressive demands from the Russian Federation.
Let us be clear: the UN Secretary-General and the Secretariat perform their duties in strict accordance with the UN Charter. They should not be subjected to threats for fulfilling their mandated responsibilities.
For these reasons, Ukraine will vote against the proposed amendment and strongly urges all delegations to do the same.
