10 вересня 2025 року відбулося засідання Генерального комітету ГА ООН під головуванням Анналени Бербок, під час якого розглядався порядок денний 80-ї сесії Генеральної Асамблеї ООН.

Делегація РФ виступила з вимогою виключити пункт «Ситуація на тимчасово окупованих територіях України» з порядку денного роботи 80-ї сесії ГА ООН. У своєму виступі РФ наполягала на невідповідність назви пункту реальності, наче території, про які йдеться у пункті, не є територіями України, наводили псевдоісторичні дані та звинуватили Уряд України в нацизмі. Закликали голосувати проти включення пункту до порядку денного та заявили, що підтримка пункту є перешкодою існуючому мирному процесу.

У відповідь делегація України наголосила на нагальності збереження пункту на порядку денному ГА ООН, доки триває окупація, порушення і злочини РФ. Нагадала, що пункт три роки поспіль включений до порядку денного ГА ООН резолюцією Генасамблеї «Ситуація з правами людини на тимчасово окупованих територіях України, включаючи Автономну Республіку Крим та м.Севастополь». 

Результат голосування за рекомендацію включити пункт у порядок денний 80-ї сесії ГА ООН:

· за – 19 держав-членів (Андорра, Аргентина, Бангладеш, Кабо-Верде, Колумбія, Франція, Гамбія, Гватемала, Угорщина, Кенія, Лесото, Мальдіви, Чорногорія, Польща, Сенегал, Таїланд, Тимор Лешти, Велика Британія, США);

· проти – 1 (РФ);

· утрималися – 5 (Китай, ДРК, Ліван, КСА, Туніс);

 · не голосували – 2 (Сент-Кіттс і Невіс, Венесуела (позбавлена права голосу через заборгованість)).

at the first General Committee’ meeting concerning retaining of the item “The situation in the temporarily occupied territories of Ukraine” in the agenda of the UN General Assembly’s 80th session

Madame President,

Thank you for giving me the floor.

Let me first take this opportunity to congratulate you on assuming this important role and to assure you of my delegation’s full support.

President, distinguished members of the General Committee,

The request by the Russian representative to remove the item “The situation in the temporarily occupied territories of Ukraine” from the agenda of the 80th session of the General Assembly is senseless and yet another demonstration of the Russian Federation’s disregard for this body.

Only last week, on 4 September, the General Assembly held a debate on this very item. The broad participation and strong engagement of member states underscored its significance and confirmed that the situation in the temporarily occupied territories of Ukraine because of the Russian aggression remains grave and requires the Assembly’s continued attention.

It is important to recall that the decision to include this item on the agenda was made by the General Assembly itself. In resolution A/77/229, “The situation of human rights in the temporarily occupied Autonomous Republic of Crimea and the city of Sevastopol, Ukraine”, the Assembly, and I quote, “decided to include the item entitled ‘The situation in the temporarily occupied territories of Ukraine’ in the agenda of the General Assembly until the violations committed as a result of foreign occupation and control of parts of the territory of Ukraine are duly dealt with and the territorial integrity of Ukraine within its internationally recognized borders is fully restored.”

This decision was subsequently reaffirmed in resolutions A/78/221 and A/79/184. Furthermore, on 11 July 2024, under this agenda item, the General Assembly adopted resolution 78/316, “Safety and security of nuclear facilities of Ukraine, including the Zaporizhzhia nuclear power plant.”

The disrespect shown by the Russian delegation towards the General Assembly - the most representative principal organ of this Organization – just mirrors its violations of the international law.

 At a time when Russia continues its full-scale invasion of Ukraine, it is more crucial than ever that this agenda item remain before the General Assembly.

We are convinced that the vigilant attention of the UNGA is indispensable in addressing Russia’s ongoing acts of aggression, terror and reprisals against civilians in the temporarily occupied territories of Ukraine, recognized as such by the UNGA’s resolutions.

It is our shared responsibility to counter such fraud attempts and instead ensure continued monitoring and accountability for violations of international law and the UN Charter.

Therefore, I respectfully call on all members of the Committee to support retaining this item on the agenda of the General Assembly.
