In the Berlin Declaration of 21 January 2015 the Foreign Ministers of Ukraine, Germany, France and Russia called for an immediate ceasefire and the withdrawal of heavy weapons from the contact line in accordance with Annex to the Minsk Memorandum of 19 September 2014.
Despite the calls made, people continue to die in Eastern Ukraine. The biggest concern is the growing number of civilians who are killed by militants shelling. On January 22, the mournful list of citizens of Ukraine who were the victims of cynical terrorist attacks, including near Volnovakha, again was filled with new names due to the fire of the trolleybus in Donetsk.
Information on the number of casualties of this tragic event is being currently specified, but the upward trend of cases of fire of peaceful public transport passengers causes deep concern. The one thing is clear - without active offensive operations of illegal armed groups, without their support from the Russian Federation, including by providing heavy weapons, civilians wouldn’t have died in Ukraine.
Ukraine deeply mourns for every victim and expresses its sincere condolences to their families and relatives. From our side we are doing everything possible to avoid further casualties among the citizens of Ukraine. Every human life is priceless. An objective investigation of the crime should be performed immediately and the perpetrators must be punished.
Ukraine, noting the commitment taken by Russia in the Berlin Declaration of
21 January 2015 to adhere to the contact line, calls for full and immediate implementation of all the provisions of the Minsk Agreement of 5 and 19 September 2014.
The artillery must be silenced and the ceasefire should be restored.
Militants and Russian regular military units as well as heavy machinery must leave the territory of Ukraine.
Control over the state border of Ukraine must be restored.
Only such steps will bring back peace and security to the Donbass, will ensure the comprehensive and impartial investigation of all deaths and will protect people’s lives.
