Ukraine presented a Joint Statement of partner states on Russia’s aggression against Ukraine at the NPT Review Conference in New York

On 27 April in New York, during the General Debate of the Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), Deputy Minister of Foreign Affairs of Ukraine Oleksandr Mishchenko delivered a Joint Statement on behalf of partner states regarding the ongoing armed aggression of the Russian Federation against Ukraine.

The statement was delivered on behalf of 43 partner states and Ukraine, which consistently support Ukraine and strongly condemn Russia’s aggression.

The following countries joined the statement: Albania, Andorra, Australia, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Canada, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Iceland, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Montenegro, the Netherlands, New Zealand, North Macedonia, Norway, Poland, Portugal, Republic of Korea, Republic of Moldova, Romania, Slovakia, Slovenia, Spain, Sweden, the United Kingdom.

Participants in the statement:

  • strongly condemn the ongoing aggression of the Russian Federation against Ukraine as a blatant violation of international law and the UN Charter, undermining international peace and security as well as the global nuclear non-proliferation regime;
  • underscore the unacceptability of Russia’s irresponsible nuclear rhetoric and its systematic failure to comply with international commitments, including those under the Budapest Memorandum and the principles of the Helsinki Final Act;
  • reaffirm their unwavering support for the independence, sovereignty and territorial integrity of Ukraine within its internationally recognised borders, as well as its inherent right to self-defence;
  • strongly condemn Russia’s indiscriminate attacks against civilians and critical infrastructure, which demonstrate its lack of genuine intent to end the war;
  • call for an immediate, full and unconditional ceasefire as a first step towards achieving a comprehensive, just and lasting peace based on respect for Ukraine’s sovereignty and long-term security guarantees;
  • demand that Russia immediately cease its aggression and ensure the full withdrawal of its forces and military equipment from the entire territory of Ukraine;
  • strongly condemn military support provided to Russia by Belarus, Iran and the DPRK, and warn of the risks associated with the deepening military cooperation between Russia and the DPRK;
  • express grave concern over Russia’s actions that pose risks to nuclear facilities in Ukraine, including the occupation of the Zaporizhzhia Nuclear Power Plant and damage to facilities at the Chornobyl Nuclear Power Plant;
  • emphasise the need to return the Zaporizhzhia NPP to full Ukrainian control, reject any attempts to restart its reactors, and call for the release of Ukrainian personnel;
  • support the IAEA’s monitoring activities at Ukrainian nuclear facilities and call for further international efforts to ensure nuclear safety and security;
  • call on the international community to intensify coordinated diplomatic, political and economic pressure on Russia to end its aggression and achieve a comprehensive, just and lasting peace.
