Statement by the delegation of Ukraine on Item 11: Implementation of the Declaration of Commitment on HIV/AIDS and the Political Declarations on HIV/AIDS

Ukraine welcomes the Secretary-General’s report (A/79/869) and shares its frank assessment of where the world stands in the fight against HIV/AIDS. We fully support the mandate of UNAIDS and appreciate its critical role in leading a coordinated, rights-based global response.
As the report clearly states, the HIV response is at a crossroads. While we have seen historic progress, the fragility of funding and rising inequalities are threatening to reverse gains—especially in regions affected by conflict, displacement, and humanitarian crisis. Ukraine is one such country.
Despite the devastating impact of the Russia’s ongoing war of aggression, Ukraine has maintained its commitment to a comprehensive and sustainable HIV response. We have ensured uninterrupted access to HIV services across the country, including in frontline and hard-to-reach areas.
By the end of 2024, 86% of Ukrainians who know their status were receiving antiretroviral therapy, and 96% of those achieved viral suppression—exceeding global averages. More than 14,000 people initiated ART for the first time in 2024 alone.
Prevention services continue to reach key populations. Over 40 mobile clinics have delivered services in over 320 remote and conflict-affected areas. Innovative digital tools have helped sustain service delivery and outreach.
These efforts have been made possible through the steadfast partnership between the government, civil society, affected communities, and international donors. Yet, as highlighted in the Secretary-General’s report, the crisis in global HIV funding presents a serious threat. Ukraine’s domestic resources are under immense pressure. Without continued and predictable international support, progress risks being undone.
Ukraine supports the Secretary-General’s call to secure adequate and sustainable HIV financing, promote community-led responses, and adapt services to humanitarian contexts. These principles are central to our national strategy.
Looking ahead, Ukraine is honored to have been elected to the UNAIDS Programme Coordinating Board for 2026–2028. We stand ready to contribute to the development and implementation of the new Global AIDS Strategy for 2026–2031, drawing on our national experience and deep commitment to equity, public health, and human rights.
We will continue to advocate for expanded access to prevention, diagnostics, and treatment, especially for those most at risk. We also underscore the need for the global response to remain centered on human dignity, free from stigma and discrimination.
Ukraine reiterates its commitment to ending AIDS as a public health threat by 2030—both at home and as a trusted partner on the international stage.
